The Game Briefing

When constructing a Matrix Game, it is important to identify, at the outset, the key actors in the game. In the context of the America 2025 Project, the actors are clearly those bodies who currently have the capacity to act on a global grand strategic scale, or who may do so – either wholly or partially - within the time frame to 2025.

Whilst there are a number of methods that could be used to generate a set of inductive scenarios, we decided at an early stage to use the framework of the Matrix Game as the key game mechanism. Within the main game are three sub-games, one that models the development of technology during the period 2005-2025, one that models the economic performance of the actors during that period, and one that simulates the geopolitical developments within the time frame to 2025.

Each of the actors has an interpretation of the recent past, it’s own set of internal constraints, and it’s own objectives for the future. The starting point for each of the players is the briefing for the nation that they represent and the mission for that nation in the years to 2025.

With an horizon of twenty years to 2025, it would be wrong to presume that there will be little technological development during that period. Based on the presumption that technological performance underpins economic performance, and that economic performance underwrites foreign policy, we have included a sub-game within the game to give us a variable technological timeline within the scenarios.
